LGAF assessment of 2011 argues that land registration systems are defective, that they include many gaps, and that many registers are held on the federal and state levels. http://siteresources.worldbank.org/INTLGA/Resources/Nigeria_Synthesis.pdf According to LGAF, registers can only be gathered via intermediaries, or after paying a fee. Many records are paper-based.
