Law 142-1964 (in arabic) https://alsabeh.blogspot.com/2010/10/142-1964.html explains that only land owners can access land ownership documents. This is detailed in the Articles 58 to 61: Article 58 Translation “Each owner is given a copy of the real estate paper called "title deed" and if two or more people have a common property, each of them is given a copy of the title deed on behalf of all the public after paying a fee of 100 piasters.” Land registration has been started, but there is no evidence available that land titles are available for the entire national territory. Medhat Kamal El-Din, head of the Egyptian General Authority for Surveying of the Ministry of Water Resources and Irrigation, said that the inventory of state properties in five provinces, including Aswan, Luxor, North Sinai, Wadi Al-Gadid and Gharbia, has been completed.”
