What data is expected?

Data should include maps of lands with parcel layer and display parcel boundaries in addition to a land registry with information on transactions of parcels of land. The assessment criteria were developed in collaboration with Cadasta Foundation. Several initiatives have been developed in the past to produce cadastral information in Ethiopia. An example is the recent Land Investment for Transformation (LIFT) program developed by DFID https://www.dai.com/our-work/projects/ethiopia-land-investment-transformation-lift which aimed to provide map based land certificates to farmers. Based on World Bank's Land Governance Assessment Framework (See page 39: https://siteresources.worldbank.org/INTLGA/Resources/LGAF_Ethiopia_Panel_6_background_report_final_version.pdf) land registers are manually managed and not digitised. The filing system is poorly organised. “The records in the manual system can be searched by both the right holder name and parcel unique number. This is common situation in urban and rural land administration systems in Ethiopia.” We could not find evidence that paper records can be accessed by the public.
