The Ministère de l’Aménagement du Territoire, de l’Urbanisme et de l’Habitat is responsible for the reform of land rights and implementation of “land practices” (réformer la législation et les pratiques foncières). It developed a guide on how to secure land rights: “la mise en place d’un guichet unique des affaires foncières pour faciliter à la population l’obtention de leurs documents et titres de propriété sécurisés” This Guichet Unique des Affaires Foncières (GUAF) is based on the land rights regime in Chad, regulated by the laws 23, 24 and 25 of 1967 and the decree 1347 arguing that all citizens may be attributed land.
