The assessment criteria were developed in collaboration with Cadasta Foundation. Observatoire du Foncier (OF): In 2005 Madagaskar had a land reform. The OF provides analysis of the impact of this reform. To monitor Land Governance in Madagaskar, the World Bank and others developed statistical systems to capture, among others an update frequency of certificates handed out to use state-owned land (see here page 11: https://siteresources.worldbank.org/INTLGA/Resources/LGAF_Monitoring_Final_Report.pdf ). The system to collect data on these transactions is apparently already up and running since 2013 at least. Researcher identified further indicators around land governance, which seem to correspond with the World Bank’s LGAF assessment of Madagaskar’s land reform: number of land certificates delivered per year per district per region number of land certificates delivered for WOMEN per year per district per region Total area in Hectares of certified land per year per district per region Total number of land certificate request received by the Agency.
